Part 3 Mandatory EDI Catalog Uploads

When you received your schedule contract, this clause required your immediate attention: General Services Administration Acquisition Regulation (GSAR) 552.238-71 - Submission and Distribution of Authorized FSS Schedule Pricelists.

In this clause, you were required to submit your electronic catalog data for inclusion in GSA Advantage!, a menu-driven database system that provides on-line access to contract ordering information, Terms and Conditions, up-to-date pricing, and the option to create an electronic order. You had to submit your electronic catalog file to GSA within six months from the date of your contract award. Once submitted, your electronic catalog would appear on GSA Advantage!.

In accordance with I-FSS-600 Contract Price Lists (Jul 2004), contractors have to transmit their file submissions electronically through Electronic Data Interchange (EDI) in accordance with the Federal Implementation Convention (IC). SenSoft transmits your files electronically through EDI. Contractors' electronic files must be complete, correct, readable, virus-free, and contain only those supplies and services, prices, and Terms and Conditions that were accepted by the Government.

Why do you have to comply?

The Federal Acquisition Streamlining Act (FASA) of 1994 established the Federal Acquisition Computer Network (FACNET) requiring the government to evolve its acquisition process from one driven by paperwork into an expedited process based on electronic commerce/electronic data interchange (EC/EDI). GSA Advantage! must use the FACNET system to receive contractor catalogs, invoices and text messages, and to send purchase orders, application advice, and functional acknowledgments. In accordance with I-FSS-597 GSA Advantage! (Sep 2000), contractors must participate in the GSA Advantage! online shopping service.
